Increases the victims' rights enforcement assessment from $2 to $3 on every criminal fine, penalty, forfeiture, civil traffic violation, motor vehicle statute violation, and game and fish statute violation collected by courts.

Modifies restitution jurisdiction to allow trial courts to retain permanent jurisdiction over all restitution orders to victims for purposes of ordering, modifying, and enforcing payments until paid in full, regardless of sentence expiration.

Expands victims' rights enforcement fund eligibility to include organizations providing technical assistance and training to criminal justice agencies that offer legal services to crime victims, in addition to legal representation and social services.

Requires the Arizona Criminal Justice Commission to track statewide restitution statistics and submit an annual restitution collection report comparing total restitution ordered versus collected, including the percentage remaining uncollected each year.
