Amends Arizona Revised Statutes section 15-1655 to add "teaching dual enrollment courses" as a high-demand teacher specialization eligible for accelerated teacher preparation programs through the Arizona Teachers Academy.

Maintains existing scholarship amounts: $10,000 annually for graduate students (max 2 years), $5,000 annually for undergraduate students (max 4 years), $3,000 annually for community college students (max 2 years), and $2,500 one-time for national board certification seekers.

Requires students receiving scholarships to teach for one full school year in Arizona public schools for each academic year of support received, or reimburse proportional scholarship amounts for unfulfilled teaching commitments.

Establishes Arizona Teachers Academy Fund to support scholarships, induction services, national board certification, and marketing/recruitment (capped at 3% of annual fund expenditures).

Requires Arizona Board of Regents to submit annual reports to legislative and executive branches detailing enrollment, completion rates, teacher placements, default/repayment data, and fund distribution methodology.
