Amends Arizona Revised Statutes section 15-1466.01 to change language regarding dual enrollment students (those taking courses for both high school and college credit simultaneously) from a 50% state aid reduction to allowing full funding without reduction.

Changes statutory language from "shall be reduced by fifty percent" to "may not be reduced," effectively requiring community colleges to receive full state aid for dual enrollment students rather than half funding.

Appropriates $1,062,900 in total state general fund monies for fiscal year 2020-2021 to 11 Arizona community college districts to fully fund dual enrollment students, with Maricopa County Community College District receiving the largest allocation of $852,800.

Modifies technical language regarding student completion deadlines, changing "shall not be eligible" to "is not eligible" for open entry/exit and vocational training students not completing courses by June 30.
