Establishes community college opportunity grants beginning August 1, 2020, to pay tuition and approved educational fees for up to 18 credit hours per year at tribal colleges or community colleges in Arizona.

Eligible students must graduate from an Arizona high school or obtain a high school equivalency diploma, complete a free application for federal student aid, enroll for at least 6 credit hours, maintain a minimum 2.0 GPA, and have a family adjusted gross income of $65,000 or less.

Creates the community college opportunity grant fund administered by the state treasurer; grant amounts cannot exceed tuition and fees minus all other financial aid (including federal Pell grants), and may be prorated for part-time students or if insufficient funds exist.

Appropriates $5,000,000 from the general fund to the community college opportunity grant fund in each of fiscal years 2020-2021, 2021-2022, and 2022-2023.

Defines "approved educational fees" to include general fees, registration, facility, technology, lab, program fees, and student activity fees.
