Prohibits manufacturing or selling food packages in Arizona with intentionally added PFAS (perfluoroalkyl and polyfluoroalkyl substances) in any amount, effective January 1, 2023.

Prohibits food packages containing inks, dyes, pigments, adhesives, stabilizers, coatings, plasticizers or other additives with intentionally introduced phthalates in amounts greater than incidental presence, effective January 1, 2023.

Defines "food package" as containers designed for direct food contact, including packaging components and plastic disposable gloves used in commercial or institutional food service.

Requires manufacturers to develop and provide certificates of compliance to the Department of Health Services within 30 days of request, attesting their products meet the bill's requirements.

Authorizes the Department of Health Services to adopt rules necessary to implement, administer and enforce the article.
