Amends Arizona Revised Statutes Title 19, Chapter 1, Article 2 by adding section 19-112.01 to establish an online signature collection system for initiative and referendum petitions.

Requires the Secretary of State to provide a secure internet portal allowing qualified electors to electronically sign initiative and referendum petitions.

The online system must verify the identity of signatories and ensure only eligible qualified electors can sign the specific petition.

Petition filers may choose to collect up to 50% of the required signatures through the online system, with the remainder collected through traditional methods.
