Exempts class V wells from aquifer protection permit requirements under article 3 of chapter 49 if they operate under rules adopted pursuant to article 3.3 or federal law (42 U.S.C. § 300h-1(c)).

Removes the conditional language that previously made the class V well exemption dependent on EPA approval of the department's underground injection control permit program.

Repeals subsection D of section 49-257.01, which allowed class V wells to obtain an aquifer protection permit as an alternative to meeting federal underground injection control requirements.

Clarifies that the underground injection control permit program established in article 3.3 is the primary permitting mechanism for underground injection wells, including class V wells.
