Establishes new chapter 41-5701 to 41-5703 of Arizona Revised Statutes creating oversight and enforcement mechanisms for economic development subsidies valued at $25,000 or more.

Requires granting bodies awarding development subsidies to either cross-check job creation data against unemployment insurance records or conduct periodic outside audits of recipient corporation submissions.

Mandates recapture or rescission of subsidies if recipient corporations fail to achieve job creation obligations within two years, fail to maintain wage and benefit achievements for the subsidy duration or five years (whichever is longer), or if corporate parents lose more than 10 percent of their Arizona employment base.

Allows taxpayers and taxpayer organizations to bring civil actions to compel enforcement of subsidy recapture provisions, with courts authorized to award reasonable attorney fees and costs to prevailing parties.

Requires granting bodies to publish website summaries of enforcement activities and recipient company lists, with all related records subject to public disclosure under Arizona's public records law.
