Amends Arizona Revised Statutes § 23-1411 to grant public safety employees the right to present proposals and testimony to the legislature of Arizona, in addition to local governing bodies.

Protects public safety employees from discharge, discipline, or discrimination for exercising their rights to join employee associations and present testimony.

Applies to probation officers, surveillance officers, peace officers, and firefighters employed by the state or political subdivisions.

Clarifies that the statute does not compel or prohibit wage and benefit negotiations between employees and employers.
