Adds expedited procedures for commutation applications involving prisoners in imminent danger of death, requiring the department to submit applications within 30 days and the board to hold a hearing within 14 days.

Sets a 5-day deadline for the board to submit imminent danger of death recommendations to the governor, and makes recommendations automatically effective if the governor fails to act within 14 days.

Defines "imminent danger of death" as a medical condition diagnosed by a doctor that will reasonably result in the applicant's death within six months while incarcerated.

Maintains existing 90-day automatic effectiveness rule for other unanimous commutation recommendations not acted upon by the governor.
