SB 1504 Summary

• Adds new fingerprint clearance card requirements for Department of Health Services employees and contractors in information technology positions or with access to vital records systems, and for county employees with vital records access.

• Modifies child care personnel fingerprinting requirements in sections 36-883.02 and 36-897.03 to require submission of fingerprints before employment rather than applying within seven working days of employment.

• Requires Department of Health Services facility inspectors who inspect facilities with children or vulnerable adults to obtain valid fingerprint clearance cards or provide documentation of application.

• Expands the definition of "person" in fingerprinting statutes to include employees subject to section 36-113 and adds authority for background checks under the Child Care and Development Block Grant Act of 2014.

• Authorizes Department of Public Safety to conduct periodic state and federal criminal history records checks for current criminal justice employees and noncriminal justice licensees/employees to maintain updated clearance card status.
