Amends Arizona Revised Statutes Section 13-410 to modify the justification standards for use of deadly force by peace officers.

Requires peace officers to reasonably believe, based on the totality of circumstances, that deadly force is necessary to defend themselves or others from imminent use of deadly physical force, or to effect arrest of specific felony suspects.

Defines "imminent harm" as a threat that must be instantly confronted based on a person's present ability, opportunity, and apparent intent to immediately cause death or serious physical injury, excluding mere fear of future harm.

Removes previous authorization for peace officers to use deadly force to suppress riots and clarifies that threatened use of deadly force applies only in specified circumstances.

Defines "totality of the circumstances" to include all facts known to the peace officer at the time, including the officer's own conduct leading up to the use of deadly force.
