Requires the Department of Corrections to establish a nonpartisan civics peer education program for prisoners scheduled to be released within 12 months, with the goal of promoting successful reentry, democracy, and reducing recidivism.

Program curriculum must include three 90-minute workshop sessions covering voting rights, governmental institutions, current affairs, and simulations of voter registration and elections; enrollment required one to twelve months before release.

Program must be taught by trained peer educators working with established nonpartisan civic organizations, colleges, universities, and reentry service providers.

Department must post civics program information in all correctional facilities, broadcast via in-house television, and ensure parole and community supervision offices display voter eligibility information and registration details.

Director must publish annual reports on the department's website with program enrollment data, completion rates, and total discharged prisoners, disaggregated by correctional facility and other factors; effective December 31, 2020.
