Amends Arizona law on unlawful failure to return rented or leased property by adding a new affirmative defense for rental-purchase agreements.

Defines "rental-purchase agreement" as an agreement where an individual can use personal property for personal, family, or household purposes, is automatically renewable with each payment, and allows the individual to become the owner of the property.

Maintains existing requirements that lessors provide clear written notice of return dates and maximum penalties for non-return within 72 hours of the rental agreement terms.

Preserves existing penalties: class 5 felony if the unreturned property is a motor vehicle, class 1 misdemeanor for all other property.

Adds to existing defenses (physical incapacity or property condition issues) the ability to claim the rental agreement is a rental-purchase agreement, which provides a defense to prosecution.
