SB 1520 Summary

• Removes the exemption from contribution limits for payments by a political party to support its nominee, including voter guides and coordinated party expenditures.

• Changes the treatment of coordinated party expenditures by amending the definition of independent expenditures to include coordinated expenditures with a candidate as in-kind contributions.

• Renumbers existing exemptions from contribution limits (moving subsections 5-15 to 4-14) due to deletion of the party expenditure exemption.

• Modifies language in Section 16-922(E) to clarify that coordinated expenditures, including coordinated party expenditures, are deemed in-kind contributions to candidates.
