Adds Article 27 to Title 44, Chapter 9 of Arizona Revised Statutes to regulate nontransferable ticketing systems for entertainment events.

Requires ticket issuers to offer consumers a transferable ticket option at the time of initial sale if using a nontransferable ticketing system, allowing tickets to be given away or resold without penalty.

Prohibits penalizing or discriminating against ticket buyers or sellers based on ticket resale or the resale platform used.

Allows ticket issuers to maintain conduct policies, enforce purchase limits, cancel fraudulently obtained tickets, and restrict nontransferable tickets to targeted promotional groups based on disability, organizational membership, or economic hardship.

Does not apply to athletic or sporting event tickets and establishes violations as unlawful practices enforceable by the Arizona Attorney General.
