Changes the base year for calculating school district expenditure limitations from fiscal year 1979-1980 to fiscal year 2020-2021.

Updates the comparison year for student population calculations from school year 1978-1979 to school year 2019-2020.

Updates the GDP price deflator base year from 1978 calendar year to 2019 calendar year.

Adds reference to article IX, section 21, subsection (6), paragraph (a) of the Arizona Constitution regarding cost transfers.

Takes effect only if Arizona voters approve Senate Concurrent Resolution 1034 at the next general election.
