Amends Arizona Revised Statutes section 16-241 to allow independent voters (those registered without a political party designation) to participate in presidential preference elections by selecting a political party's ballot of their choice.

Maintains the presidential preference election date as the Tuesday immediately following March 15 of presidential election years, with the governor retaining authority to delay the election by proclamation issued no later than 180 days prior.

Requires presidential preference elections to be conducted using the same procedures as primary elections under section 16-201, with all existing election laws applying except where conflicting with this article.

Applies all election offenses and penalties from state election law to violations occurring during presidential preference elections.

Designates boards of supervisors, election officers, county recorders, precinct boards, and central counting boards to exercise the same powers and duties for presidential preference elections as they do for primary elections.
