Amends Arizona Revised Statutes section 16-1005 to strengthen ballot abuse laws by making it a class 5 felony to offer, provide, or receive consideration in exchange for voted or unvoted ballots.

Establishes as a class 5 felony the act of possessing a voted or unvoted ballot with intent to sell another person's ballot or knowingly collecting ballots without turning them in to election officials, USPS, or other entities permitted by law.

Makes it a class 5 felony to solicit ballot collection by falsely representing oneself as an election official or operating an unofficial ballot drop-off site.

Repeals the previous prohibition against collecting voted or unvoted early ballots, with exceptions for election officials, USPS workers, family members, household members, and caregivers of voters.

Defines "pattern of ballot fraud" as offering or providing consideration to three or more persons to acquire ballots and establishes this as a class 4 felony.
