Requires state Department of Corrections and county jails to provide voter registration forms to eligible persons upon release from confinement and transmit completed forms to the county recorder within five days.

Mandates county recorders in counties with populations exceeding 300,000 persons to establish voting centers at county jails for pretrial detainees who are otherwise eligible to vote.

Requires county recorders to provide early ballot request forms to eligible voters in county jails or state Department of Corrections custody and deliver early ballots upon receipt of completed requests.
