Establishes the immigrant legal fund consisting of legislative appropriations, gifts, grants, and donations, administered by the state treasurer.

Appropriates $1,000,000 from the state general fund in fiscal year 2020-2021 to the newly created fund.

Requires the state treasurer to distribute fund monies on a first-come, first-served basis to nonprofit organizations providing legal counsel for immigration cases.

Makes fund monies continuously appropriated and exempt from lapsing appropriations requirements.

Directs the state treasurer to establish an application process for nonprofit organizations to request funding from the immigrant legal fund.
