Requires certifying officials (law enforcement, prosecutors, judges, and other relevant agencies) to certify victim helpfulness on Form I-918 Supplement B when requested by victims of qualifying criminal activity.

Establishes a rebuttable presumption that victims are helpful if they have not refused or failed to provide information and assistance when reasonably requested by law enforcement.

Mandates certifying entities process Form I-918 Supplement B requests within 90 days, or within 14 days if the requestor is in removal proceedings.

Prohibits certifying entities from disclosing a victim's immigration status except to comply with federal law, legal process, or with the victim's authorization.

Requires certifying entities to report annually to the Legislature on the number of Form I-918 Supplement B certification requests received, approved, and denied, beginning January 1, 2021.
