Amends section 15-211 to extend the K-3 reading program deadline from July 1, 2021 to July 1, 2022 for requiring at least one K-3 teacher per school to receive dyslexia training complying with section 15-219 requirements.

Amends section 15-704 to change the dyslexia screening plan development deadline from July 1, 2020 to July 1, 2021 and modifies screening requirements to include "nonsense word fluency" instead of "nonsense word repetition."

Establishes requirement for department of education to issue request for proposals by October 1, 2020 to purchase early literacy assessment software for K-3 classrooms, including training and licenses for local education providers, with priority given to districts with highest percentages of below-level readers and Title I schools.

Requires department of education to submit reports on early literacy assessment tool implementation by September 1, 2022 and 2024, including student improvement data and cost estimates for statewide implementation, with the program repealing December 31, 2025.

Appropriates $2,000,000 and 3 FTE positions to department of education for dyslexia specialist, training development, screening plan development, and professional development; appropriates additional $2,000,000 to school districts and charter schools for dyslexia support and intervention services.
