Extends the Temporary Assistance for Needy Families (TANF) cash assistance lifetime limit from 12 months to 24 months for heads of household, spouses, ineligible parents, and adult nonparent relative heads of household.

Changes the cash assistance termination date from July 1, 2016 to July 1, 2020 for families that have received 24 or more months of assistance.

Adds a provision allowing families to receive an additional 12 months of cash assistance if the head of household or required adult is in full compliance with work activity requirements and dependent children maintain at least 90 percent school attendance.

Maintains the existing 60-month federal lifetime limit for assistance funded by the TANF block grant across all states and territories.

Applies the amendments retroactively to June 30, 2020.
