Requires the planning agency or commission to hold a public hearing upon receiving a petition meeting the 20% threshold.

Empowers the planning agency or commission to prepare specific plans and measures to improve the neighborhood variance index and recommend them to the legislative body or board for adoption.

Defines "neighborhood variance index" as the percentage of residential structures being used for purposes other than permanent residential occupancy for at least six months.

Defines "community" as a locality where residents share common interests in services like public health, police, fire protection, and water services, and where residents interact in business, social, educational, and recreational activities.
