• Creates an automatic lien by operation of law on all property of an obligor when a child support order is issued in a title IV-D case, rather than requiring the obligor to be in arrears for two months before filing a lien.

• Requires the department to record a copy of the child support order with accompanying information statement specifying the current support amount owed at time of recording.

• Modifies administrative review procedures to require the department to issue determinations within 10 business days for requests involving liens, income withholding orders, or levies, rather than the standard 45 business days.

• Clarifies lien release procedures and requires the department to release any lien when closing a title IV-D case.
