Amends section 41-2407, Arizona Revised Statutes, regarding the victim compensation and assistance fund administered by the Arizona Criminal Justice Commission.

Eliminates the requirement that victims report crimes to law enforcement within 30 days (or 180 days for domestic violence offenses) to be eligible for compensation.

Prohibits licensed health care providers from engaging in debt collection activities after receiving notice that a person has filed a claim with a victim compensation program, until an award is made or the claim is determined noncompensable.

Defines "debt collection activity" as repeated telephoning or writing threatening to refer the matter to a debt collection agency or attorney, but excludes routine billing or status inquiries.

Allows health care providers to collect unpaid balances from victims or third-party payors only if the victim compensation program cannot pay the full allowable amount due to lack of funds.
