Establishes a state program to provide blood testing for persons exposed to perfluorinated chemicals through public or private water supplies, with costs covered by the state.

Eligibility for state-covered testing includes persons with exposure to drinking water exceeding groundwater standards, those previously denied testing, and persons living in cities/towns with suspected or confirmed perfluorinated chemical releases or detection.

Requires the department of health services to assess and report to the public on disease prevalence in exposed populations when perfluorinated chemical concentrations exceed 50 parts per trillion, including kidney, liver, testicular cancer, low birth weight, miscarriages, ulcerative colitis, and thyroid disease.

Appropriates $300,000 from the state general fund for fiscal year 2020-2021 to implement the program, with the appropriation exempt from lapsing provisions.

Program terminates on July 1, 2030.
