Requires the Arizona Department of Education to conduct program and fiscal audits of selected district special education programs annually, with findings reported by February 3 of each year.

Authorizes recomputation of a school district's weighted student count and adjustment of state aid if the department determines a child has been inappropriately placed in a special education program.

Mandates the department request a separate line item appropriation for special education program audits in annual budget submissions.

Requires the department to complete a comprehensive cost study of special education programs by December 1, 2020, and every two years thereafter, examining costs of providing special education programs under Arizona law.
