Requires the Arizona Department of Education to establish and post a students' rights handbook on its website containing text of specified state and federal laws.

Handbook must include Arizona statutes addressing student rights, education provisions, and constitutional protections (Title 1 Chapter 6, sections 15-102, 15-110, 15-113, 15-117, 15-351, 15-721, 15-722, 15-730, and Arizona Constitution Article XI Section 6).

Handbook must include federal civil rights laws: Title II of the Americans with Disabilities Act of 1990, Title IX of the Education Amendments of 1972, Title VI of the Civil Rights Act of 1964, and the Family Educational Rights and Privacy Act of 1974.

Mandates that all school districts and charter schools in Arizona post a prominent link to the students' rights handbook on their publicly accessible websites.
