Requires the Arizona Superintendent of Public Instruction to develop a model ethnic studies curriculum for grades 7-12 by September 1, 2021, designed to prepare students as global citizens with appreciation for diverse cultures' contributions.

Mandates the superintendent post the curriculum on their website and periodically update it to incorporate best practices in ethnic studies.

Allows public schools serving any combination of grades 7-12 students to offer an ethnic studies course incorporating the model curriculum.

Establishes an ethnic studies advisory committee composed primarily of educators with ethnic studies teaching experience from public high schools and higher education institutions.

Directs the advisory committee to recommend state learning standards and grade-level expectations for global citizenship education and assist with curriculum development; the committee automatically repeals June 30, 2022.
