Amends Arizona law on braille literacy requirements to replace outdated language with modern terminology and update competency standards for teachers.

Requires teachers of blind and visually impaired pupils to demonstrate braille competence through either a national certification in unified English braille examination or a comparable braille test from a university-level teacher preparation program.

Adds new requirement that all teachers of orientation and mobility instruction for blind or visually impaired pupils must demonstrate competence in the field of orientation and mobility.

Expands definitions to include "compensatory skills," "expanded core curriculum," and "orientation and mobility" to establish comprehensive educational standards for blind and visually impaired pupils.

Ensures blind pupils receive individualized braille literacy assessments and appropriate educational services with documented standards of proficiency, instruction methods, and competency measures in their individualized education programs.
