Amends Arizona Revised Statutes sections 26-262 and 41-2752 to modify administration of the military installation fund used for preservation and enhancement of military installations.

Adds authority for the department of emergency and military affairs to lease or sublease real estate and related infrastructure acquired through the fund, with proceeds reinvested in military preservation projects.

Authorizes the department to sell, transfer, or dispose of acquired real property to governmental agencies or through public sale to the highest and most responsible bidder.

Exempts leases and subleases of military installation fund property from state competition with private enterprise restrictions under section 41-2752.

Requires compliance with section 28-8481 before any conveyance, lease, or sublease of fund-acquired property.
