Requires charter schools, governing bodies, sponsors, and management organizations to comply with open meeting requirements under title 38, chapter 3, article 3.1 and public records requirements under title 39, chapter 1, with notices, agendas, and minutes posted on school and state board websites.

Prohibits charter school sponsors from contracting with for-profit organizations to establish charter schools beginning January 1, 2021.

Establishes governance requirements including charter holder governing boards with at least three members, restrictions on immediate family members serving simultaneously, and requirements for charter school governing bodies to comply with open meeting laws.

Requires charter schools to adopt and comply with procurement policies including prohibitions on purchases from governing board members and family members (unless approved by disinterested board members), public bidding for purchases exceeding $50,000, and annual audit compliance reviews.

Mandates charter school audits follow a standard format, be conducted by state-located auditors with Arizona expertise, identify related party expenses, and be completed individually for each charter entity, with consistency requirements between audit reports and IRS form 990 filings.
