Creates a student loan assistant position within the ombudsman-citizens aide office to receive, review, and resolve complaints from Arizona student loan borrowers.

Requires the student loan assistant to compile data on complaints, help borrowers understand their rights including income-based repayment options, and analyze federal, state and local student loan policies.

Mandates the student loan assistant establish a borrower education course within 200 days covering loan terms, documentation, payments, repayment options, forgiveness programs, and disclosure requirements.

Requires annual reports to the governor and legislature on implementation, effectiveness of the student loan assistant, and steps needed for the Department of Education to regulate student loan servicers.

Appropriates $120,000 and one full-time position from the general fund for fiscal year 2020-2021 to support the student loan assistant ombudsman position.
