AZ SB1600

Creates a wholesale prescription drug importation program within the Arizona Department of Health Services designed to import safe prescription drugs from Canadian suppliers to provide significant cost savings to consumers.

Requires the program to comply with federal law (21 U.S.C. § 384) including safety standards, tracking and tracing requirements, and prohibits distribution of imported drugs outside Arizona.

Directs the Department to submit a formal request to the U.S. Department of Health and Human Services for federal certification and approval before implementing the program.

Requires the legislature to enact separate legislation establishing a funding mechanism (such as a per-prescription charge) before the program can be implemented, with implementation to begin within six months of receiving federal certification or legislative funding approval, whichever is later.

Establishes an annual reporting requirement to the Governor and Legislature on program operations, participating entities, prescriptions dispensed, consumer savings, and audit findings; program terminates July 1, 2030.
