AZ SB1606

Amends Arizona law to prohibit state agencies and political subdivisions from requiring public works contractors to enter into neutrality agreements with labor organizations as a condition of bidding, negotiating, or performing work.

Defines "neutrality agreement" to include agreements to remain neutral toward labor organizations, release private employee information beyond federal law requirements, allow property access beyond federal requirements, and recognize labor organizations without secret ballot elections.

Does not prohibit private parties from entering into individual collective bargaining relationships or regulate activity protected by the National Labor Relations Act.

Extends the same prohibitions on neutrality agreements to contractors engaged in construction projects subject to Arizona Corporation Commission approval for environmental compatibility certificates.

Removes references to project labor agreements and apprenticeship program participation requirements from the statutory prohibitions on public works contracts.
