Prohibits cities, towns, and counties from penalizing landlords, tenants, or other persons who request law enforcement or emergency assistance, with an exception for knowingly false requests.

Caps periodic rent increases at 5 percent of gross periodic rent plus the average 12-month increase in the Western region consumer price index, effective September 1, 2020, with rent increases limited to once per 12-month period.

Prohibits landlords from penalizing, retaliating against, or threatening tenants who request law enforcement or emergency assistance through rent increases, eviction, service reduction, or other adverse actions.

Repeals existing statutes (33-1329 and 33-1416) and establishes new landlord prohibitions regarding emergency call penalties in both single-family rental and mobile home park contexts.

Provides tenants with remedies including claims for unlawful ouster or diminution of services against landlords who violate the emergency assistance protections.
