Adds sexual orientation and gender identity as protected classes in Arizona's civil rights laws, prohibiting discrimination in employment, housing, and public accommodations based on these characteristics.

Defines "sexual orientation" as homosexuality, heterosexuality or bisexuality, and "gender identity" as gender-related identity, appearance, mannerisms or characteristics regardless of designated sex at birth.

Requires recognition of individuals qualified based on their gender identity when sex is a bona fide occupational qualification for employment or other purposes.

Modifies the religious exercise protection statute to clarify that it does not exempt individuals or entities from anti-discrimination laws, including protections based on sexual orientation and gender identity in housing, employment and other areas.

Updates multiple sections of Arizona Revised Statutes related to civil rights (sections 41-1402, 41-1441, 41-1442, 41-1461, 41-1463, 41-1464, 41-1481, 41-1491, and related housing discrimination provisions) to incorporate sexual orientation and gender identity protections throughout.
