Allows individuals who are otherwise qualified to register to vote during the 28 days immediately preceding an election if they have been a resident of the county and precinct for at least 29 days before the election.

Permits same-day voter registration at polling places on election day for qualified individuals who complete a registration form and provide proof of residence.

Restricts voters who register under this provision to voting only with provisional ballots on election day or during the 28-day early registration period.

Limits same-day registration eligibility to federal offices (including presidential electors), statewide and countywide offices, and legislative races; excludes partisan primary elections.

Requires the Secretary of State and county election officers to promptly implement the provisions of this article.
