SB 1611 Summary

• Allows persons otherwise qualified to register to vote during the 28 days immediately preceding an election if they have been county and precinct residents for at least 29 days before the election.

• Permits same-day voter registration at polling places on election day for otherwise qualified persons who provide proof of residence and complete a registration form.

• Restricts provisional ballots cast by persons who register under this section to federal offices, statewide and countywide offices, and legislative races, excluding partisan primary elections.

• Implements automatic voter registration for driver license applicants and renewals, requiring the Department of Transportation and Secretary of State to adopt rules allowing registration at the point of license application with a 21-day opt-out period.

• Effective December 31, 2020.
