Allows county boards of supervisors to authorize the county recorder or other election officer to establish early voting locations beyond the mandatory on-site location at the recorder's office through specific resolution.

Permits county recorders or election officers to make changes to approved early voting locations and must notify the public and board of supervisors of changes as soon as practicable.

Authorizes early voting locations to remain open during the three-day period immediately preceding election day, provided precinct registers and election materials can be timely revised to reflect voters who have already voted.

Maintains requirement that electors present identification at any early voting location before receiving a ballot.

Allows qualified electors to update voter registration information at on-site and other early voting locations per the secretary of state's procedures manual.
