Repeals existing campaign finance law (section 16-901 and articles 1.1-1.7 of Title 16, chapter 6) and reenacts comprehensive campaign finance regulations in article 1.

Establishes contribution limits: $6,250 per election cycle from individuals to non-statewide candidates; $6,250 from individuals to statewide candidates; $12,500 from certified political committees to both statewide and non-statewide candidates.

Requires political committees to register with filing officers, maintain treasurer records of all contributions and expenditures, and file periodic campaign finance reports with specific disclosure requirements based on election timing.

Prohibits corporations and labor organizations from making direct contributions to candidates or campaign committees, but permits them to make independent expenditures and establish separate segregated funds for political purposes with restrictions on solicitation methods.

Establishes civil penalties up to three times the amount of improper contributions or expenditures for violations, with enforcement authority vested in the attorney general, county attorneys, or city/town attorneys depending on the office level involved.
