Repeals section 31-229.02 (functional literacy requirement for prisoner release) and creates new earned release credit and good time credit systems based on offense type.

Establishes three-tiered earned release credit system: 3 days per 7 served for drug possession offenses (if drug treatment completed), 1 day per 6 served for dangerous crimes against children, 3 days per 7 served for dangerous offenses, and 1 day per 3 served for all other offenses.

Creates good time credit system allowing 5-13 days per 20 served depending on offense type, available to prisoners without serious infractions who complete assigned duties and are not serving dangerous crime against children sentences.

Requires Department of Corrections to report quarterly on earned release credit recipients, program participation rates, transition program eligibility and enrollment, and recidivism data tracked for minimum of three years post-release.

Allows director to deny or delay release only if prisoner may be sexually violent person, fails to adhere to rules, or has other specified disqualifying factors; maintains victim notification requirements for early release decisions.
