Prohibits firearm sales or transfers unless the seller is a licensed firearms dealer, the purchaser is a licensed dealer, or a licensed dealer facilitates the transfer.

Requires licensed dealers to conduct background checks on purchasers/transferees under federal law (18 U.S.C. § 922(t)) and state/local law when facilitating private transfers.

Allows dealers to charge up to $20 to cover administrative costs for facilitating transfers between unlicensed parties.

Exempts law enforcement, military personnel, gunsmiths performing repairs, common carriers, shooting range loans, inheritance, antique firearms, immediate family gifts, and emergency transfers to prevent imminent death or serious bodily harm.

Classifies violations as a class 5 felony.
