Prohibits manufacture, import, possession, purchase, sale, or transfer of assault weapons or large capacity magazines, with exceptions for government officers, armed forces members, peace officers, and licensed manufacturers/dealers supplying law enforcement or military.

Allows persons legally possessing assault weapons before the effective date 90 days to remove them from state, render them permanently inoperable, surrender them to law enforcement, or register them with appropriate background checks.

Registered assault weapon owners must store weapons securely, renew registration annually, possess weapons only on owned property, at licensed gunsmith shops, at firing ranges, or in locked containers during transport, and report thefts within 48 hours.

Registered owners are civilly liable for damages if a registered weapon is used in a crime, unless the weapon was stolen and properly reported; registered owners cannot purchase additional assault weapons.

Violations are Class 1 misdemeanor (first possession offense, $750+ fine), Class 5 felony (second or subsequent possession offense, $2,500+ fine), or Class 4 felony (other violations, $5,000+ fine).
