Establishes a Citizens Finance Review Task Force consisting of 23 members including legislators, state agency directors, economists from state universities and the private sector, and representatives from business, education, and public interest organizations.

Task Force must analyze state general fund and nongeneral fund revenues compared to other states, including tax credits and transaction privilege tax exemptions and their economic development impact.

Task Force must analyze state expenditures compared to other states and make recommendations for responsible retirement of existing state debt.

Task Force shall hold regular public meetings with at least one meeting each in Tucson, Yuma, and Flagstaff, and must submit findings and recommendations to the governor and legislature by September 30, 2021.

Task Force is repealed effective September 30, 2022.
