Repeals existing section 49-191 and establishes new greenhouse gas emissions reporting, verification, and limitation requirements under state regulation.

Requires the Department to establish statewide greenhouse gas emissions limits by September 1, 2021, with targets of 90% reduction below 1990 levels by 2050, 50% reduction by 2030, and an interim 2040 limit.

Mandates adoption of a climate action plan by September 1, 2022 (updated every five years) to achieve the emissions limits, which may include market-based compliance mechanisms with declining annual aggregate emissions limits.

Directs the Department to ensure greenhouse gas reduction rules direct investment toward rural, low-income, and minority communities, provide early action credits, minimize impacts on disadvantaged communities, and coordinate with other state agencies to avoid duplicative efforts.

Requires all public works projects, state-funded projects over $100,000, and privately financed projects on public property to include labor harmony policies, dispute resolution, safety policies, workers' compensation, apprenticeship programs, and prevailing wage compliance.
