Requires all new state motor vehicles purchased for model year 2022 and beyond to be electric vehicles or plug-in hybrid electric vehicles (previously 75% requirement through 2021).

Adds electric vehicles and plug-in hybrid electric vehicles to the state's alternative fuels and clean burning fuels requirements and reporting standards.

Mandates that plug-in hybrid electric vehicles must use electric power whenever available.

Allows waiver of requirements if neither the agency nor suppliers can establish sufficient charging stations for electric vehicles or plug-in hybrid electric vehicles within a reasonable area.

Adds new definitions for "electric vehicle" and "plug-in hybrid electric vehicle" to Arizona Revised Statutes Section 41-803.
