Establishes that petitions must be submitted to the director within one year after the county recorder issues the petition form, with the director having authority to deny petitions with deficient flow models or hydrologic reports.

Makes the director's determination that a petition complies with requirements not subject to judicial review, but allows appeals of determinations that a petition does not comply as appealable agency actions.

Limits judicial review of the director's final order designating an irrigation non-expansion area to petitioners and those who submitted evidence at the public hearing, with grounds limited to issues raised in the petition or evidence submitted.
